Wen Ping, Mo Renli intern, Huang Qun inter Provincial Expressway will be connected, and the traffic will be more unobstructed. The delivery of the planned transportation capacity of the inter provincial shuttle bus will be implemented through bidding, which will no longer waste passenger transport resources. Enterprises will be encouraged to travel across provinces. In the midstream passenger transport line of the hydraulic universal experimental machine, tourists will travel better and develop the car rental industry. Later, guests can "rent a car in Nanning and return it in Shenzhen" November 28-29, The transportation departments of nine provinces and districts in the "Pan Pearl River Delta" region and the Chongqing Municipal Transportation Commission jointly held a transportation development seminar in Guangzhou. At the seminar, all parties decided to plan and construct inter provincial highways and waterways synchronously and equally, establish a unified, open and orderly competitive road transportation integrated market system, and form a unified three major network of passenger and freight transportation, maintenance and rescue, and information services. At the same time, the provincial and regional transportation departments also reached a preliminary consensus on the management of provincial

inter highway and passenger and freight transportation industry. What is the current traffic situation between Guangxi and other provinces in the Pan Pearl River Delta? What are the main contents of the memorandum on the planning and construction of highway trunk lines signed with Guangdong, and what benefits will it bring to Guangxi's transportation once it is implemented? What benefits will the consensus reached at this symposium bring to the future development of Guangxi? With these questions, I recently visited people from all walks of life

first, Master Li of Guangxi super large transportation company, who is the express bus driver from Nanning to Guangzhou. Referring to the experience of going back and forth between the two places, Master Li shook his head repeatedly: "it's too difficult to walk, it's too difficult to walk!" According to master Li, from Nanning to Guangzhou, it was first-class highway at the beginning, and it was refreshing to drive. However, such a good road suddenly stops at the junction of the two provinces (autonomous regions). "The good road is only to Cenxi, and then there is master Li from Guangxi super large transportation company, who is the express bus driver from Nanning to Guangzhou. Speaking of the experience of going back and forth between the two places, Master Li shook his head repeatedly:" it's too difficult to walk, it's too difficult to walk! " According to master Li, from Nanning to Guangzhou, it was first-class highway at the beginning, and it was refreshing to drive. However, such a good road suddenly stops at the junction of the two provinces (autonomous regions). "The good road is only to Cenxi, and then to Luoding in Guangdong. Once you enter the boundary of Guangdong, there is a road of more than 30 kilometers, which is really thrilling." It is 370 kilometers from Nanning to Cenxi, which takes about 4 hours to walk, but the "bottleneck road" of more than 30 kilometers is pockmarked. Even if it is normal driving, you have to brake every 5 minutes, but it takes more than 40 minutes to walk for more than 30 kilometers, and the speed is about to slow down by half. Not only master Li has this feeling, many long-distance bus drivers complain about the road at the provincial junction when they mention the cross provincial driving. Master Zhou often travels between Nanning and Guiyang. He told that there was also a little trouble in Taking Guiyang Xinjiang Expressway (Guizhou side at the junction of Guizhou Guangxi highway), "For this section of road, there used to be a local saying: the sky is not sunny on three days, and the ground is not even. Now although the highway has been built, one section of this road is formed after the full closure of the secondary highway. The whole section of the road winds along the mountain, so the drivers call this road 'mountain climbing highway'. In addition, it often rains and turns and slides, which is still more dangerous." He also said, "the Guiyang Xinjiang highway is 260 kilometers long, and it takes more than 4 hours to walk in rainy days and more than 3 hours to walk in sunny days, while our 325 kilometers Guiyang Liuzhou Expressway only takes 4 hours." Another driver Lu said vividly that it's good to be at home for a thousand days, and the driving in Guangxi is smooth, but as soon as you get out of the "door", it's a little bumpy, which makes people uncomfortable to walk

second, why is it difficult to drive across provinces (regions) when the "bottleneck road" crosses the provincial boundary and the "navigation cutoff River" blocks the "artery"? On December 12, the relevant personnel of Guangxi transportation department explained in an interview that one important reason is that there are many "bottlenecks" at the junction of provincial highways. Taking the current situation of roads in Guangxi and Guangdong provinces as an example, there are 15 connections of high-grade roads (above class II roads) in the two places, including 5 connections of expressways, 1 connection of class I roads and the rest connections of class II roads. Although there are so many good roads connecting Guangdong, the connections of these roads are not so satisfactory. Often, the boundary on one side is Expressway (or high-grade highway), while the boundary on the other side is connected with potholes of low-grade highway. For example, Chongqing Zhanjiang expressway, the trunk line of the national highway, Hepu Shankou section in Guangxi, was completed and opened to traffic in 2001, but there are more than 40 kilometers of sections in Guangdong that have not been repaired, and the sections that have not been repaired are just at the junction of the two provinces (regions). The person in charge also said that although the mileage of expressways in Guangxi has reached 1000 kilometers, the mileage of first-class roads has also increased rapidly, and the expressways leading to the cities under the jurisdiction of Guangdong Province are extending in all directions, none of the five highway connections between Guangxi and Guangdong has been able to connect so far. It's not smooth to walk to the East. What about walking to the West and North? In the interview, it was learned that at present, in addition to the secondary highway connection with Guizhou, Guangxi and other surrounding provinces such as Yunnan and Hunan have similar phenomena with Guangdong, that is, there are many "bottleneck roads". There are not only "bottlenecks" in inter provincial roads, but also "navigation outages" in river channels. According to the map, Hongshui River, Xijiang River and Pearl River are "in one continuous line", but Li Zhining, chief of the planning and Statistics Department of Guangxi navigation administration, told us that because Dahua and Bailongtan hubs have no navigation facilities (Dahua has just started construction this year), our mother river, Hongshui River, has been cut off. Water transportation is the most economical way of long-distance transportation of bulk goods (such as coal, ore, etc.). Guizhou is a major coal producing province in the south, and the Hongshui River is the most convenient waterway for Guizhou to connect Guangxi and Guangdong. The suspension of the Hongshui River will have an obvious impact on the three provinces (regions). On December 12, song driver from Hechi said to him that the highway at the junction of Hechi and Guizhou was almost crushed by coal trucks coming from Guizhou

III. The emergency linkage of all provinces and regions promotes the integration of transportation. Today, with the tide of global economic integration sweeping, it is particularly important to strengthen the close ties and cooperation between regions, and the integration of transportation obviously bears the brunt. According to Liao, deputy director of Guangxi Communications Department, who just returned from the Pan Pearl River Delta provincial transportation development conference, this conference is the first transportation conference of the Pan Pearl River Delta economic circle to adapt to international economic globalization and regional economic integration. The meeting was a great success, exceeding everyone's expectations. Through such a platform, the transportation departments of the nine provinces and regions carry out benign interaction and multilateral cooperation, establish a closer transportation connection mechanism, establish a transportation infrastructure coordination and cooperation mechanism and a transportation industry management coordination and cooperation mechanism, speed up and synchronize the planning and construction of major inter provincial trunk roads and water transportation channels, and realize the transportation integration of coordinated regional economic development. When talking about the main results of this meeting, deputy director Liao said happily that in terms of highways, the Guangxi Provincial Department of transportation and the Guangdong Provincial Department of transportation signed the memorandum between Guangdong Province and Guangxi Zhuang Autonomous Region on the planning and construction of inter provincial highways (hereinafter referred to as the memorandum). The expressway from Gaoqiao to Suixi of Guangdong Province, the trunk line of the national highway, Chongqing Zhanjiang, is scheduled to be completed and opened to traffic in 2005 (the Hepu Shankou section in Guangxi has been completed and opened to traffic in 2001). This means that the first expressway between Guangdong and Guangxi will be fully opened to traffic. During this meeting, Guangdong held a commencement ceremony to open up this "bottleneck road". At the same time, the Guangzhou Kunming National Expressway from Luoding County, Guangdong Province to Cenxi urban area, the two provinces (districts) will plan synchronously and strive for synchronous construction; The Guangzhou Wuzhou Expressway from Hekou of Guangdong Province to the junction of Guangdong and Guangxi is planned to be completed and opened to traffic in 2007, and the longyanzui Expressway from Wuzhou to the junction of Guangdong and Guangxi is planned to be completed and opened to traffic in 2004. The "connection project" of the other 12 inter provincial trunk lines will start construction in succession in the near future. In addition, the Guangxi communications department will also communicate with Hunan, Yunnan, Guizhou and other provinces on the nodes of the connected inter provincial trunk lines in the near future, and work out the schedule of planning and construction. In terms of water transportation, Guangxi will renovate and dredge the river channels in its territory by 2010, vigorously promote the unimpeded waterway, and better serve the economic construction of the Pan Pearl River Delta region. For example, the channel between Guigang and Wuzhou will be built into a secondary channel, which can accommodate ships of 2000 tons; Combined with the regulation of Baise, Naji and other water conservancy projects, Baise to Nanning can reach the level III channel standard, so that it can be used for 1000 ton ships (at present, Youjiang is a level VI channel, which can only be used for 100 ton ships); As for the Hongshui River, which is still in the state of no navigation at present, according to the plan, it will reach the standard of five-level channel (i.e. 300 ton ships) by 2010. 4、 The construction of "hardware" has been planned, and the negotiation of "software" has made progress. If road construction is compared to "hardware", then various management (rules and policies) in traffic can be called "software". On December 12, Mr. Wang of a transportation company in Guangxi told that compared with the "bottleneck" of "hardware", the "software" and "bottleneck" of traffic management in all provinces (regions) are more worrying. Mr. Wang gave an example. His transportation company has set up points in more than 10 provinces and cities across the country. He originally wanted to carry out dangerous goods transportation and container business, but after he obtained the permission from the competent department in Guangxi a few years ago, until now, the permission is still only "baguitong". Out of Guangxi, such business cannot be opened in other provinces and regions. This made him very confused: why can the same company and the same qualifications engage in the transportation of dangerous goods and containers in place a, but not in place B? Mr. Wang has the same trouble as Master Li. Master Li is a long-distance bus driver. One reason for his trouble is the certificates needed for cross provincial transportation. Master Li counted out six or seven copies at once, including driver's license, vehicle operation license, driving license, route license... Not to mention that you still need a license to enter Guangdong Province, another license to enter the provincial station, and now you also need a business road transport driver qualification certificate, "without this 2. Method 2: license, even if you have a driver's license, you can't drive this business bus". In the Spring Festival, it takes a special card to enter Guangdong Province. "These license plates of long-distance drivers can be used as belts in a circle", Master Li looked helpless. The different market access policies and the different management of "home and away from home" have made many transporters distressed. This has also attracted great attention from the provincial and regional traffic management departments in the Pan Pearl River Delta. At this transportation development seminar, the transportation departments (committees) of the ten provinces (autonomous regions and municipalities) of the "Pan Pearl River Delta" jointly signed the 2003 protocol on the cooperation and development of road transportation integration in the nine provinces of the Pan Pearl River Delta economic circle and Chongqing. The protocol determines that the ten provinces (autonomous regions and municipalities) will reform the administrative examination and approval methods and allow corresponding
